PublishersIncrease your licence income by letting us work on your behalf.

We represent the rights of publishers from New Zealand and overseas. Through a licensing scheme, we give permission to organisations and individuals to copy extracts from publishers’ works. The fees collected are then redistributed to the publishers and authors whose work has been copied. There are three major groups of licensees; education, (we have licences in place in the majority of New Zealand educational institutions) government and business.

As a member of the International Federation of Reproduction Rights Organisations (IFRRO) we are the recognised Reproduction Rights Organisation (RRO) in New Zealand for print-based copyright material. We have agreements with the majority of New Zealand publishers (and through them the authors), and have reciprocal agreements with RROs in other countries, including Australia, Canada, Denmark, France, Germany, Greece, Hong Kong, Iceland. Ireland, Malta, Nigeria, Norway, Russia, Singapore, The Netherlands, United Kingdom and the United States.

Each year RROs licence hundreds of thousands of users to copy from millions of titles published throughout the world. The licensing fees collected by overseas RROs are sent to us for distribution to copyright owners.

What are the benefits of letting us work for you?

  • You gain access to new markets;
  • you receive payment whenever your works are copied;
  • there is no cost to you;
  • in certain circumstances, CLL may work with publishers and authors in taking legal action against copyright infringement where it is deemed necessary or advisable;
  • you do not lose control of your rights and are free to negotiate directly with copyright users.

Distribution of Licensing Fees

Of the three main groups of licensees, the bulk of the money comes from the educational sector - schools, universities, polytechnics and private training establishments. We also receive money from overseas Reproduction Rights Organisations with whom CLL has reciprocal agreements.

Copyright licensing fees are put into annual licensing pools. Deductions are made for operating costs and a contribution of 2% to the CLL Writers’ Support Fund. The balance is put aside for distribution to rightsholders whose copied works have been identified in a sampling survey.

Once we have identified what works have been copied throughout the year by means of the sampling surveys, the balance of funds is divided by the total number of pages copied in each sector, providing a page rate. The number of pages copied from a work is multiplied by the page rate to give a distribution figure for each work copied.

Copyright owners are then notified of the amount they can claim.
